The WHO Europe Child and Adolescent Health Database (CAHD) provides a set of statistics based on indicators related to the health and well-being of children and adolescents. The statistics were collated from a variety of databases as a joint effort between WHO program divisions and collaborating centres and partners. The database was constructed for the purpose of supporting the Child and Adolescent Health and Development Strategy (2015), providing the relevant information for monitoring progress on child and adolescent health indicators in the 53 member states of the WHO European Region.

Data presents proportion of total types of indoor public places that upholds some smoke-free legislation. Indoor public place means any indoor place accessible to the public, including places accessible by appointment or permission. A "complete" smoking ban is defined such that smoking is not allowed at any time in any indoor area under any circumstance, including private functions and separate smoking rooms. Under the definition of complete smoking ban, health care facilities may exempt enclosed rooms in psychiatric facilities and long term facilities, such as nursing homes for patients or residents' use, and government facilities may exempt designated smoking rooms in prison facilities or other similar institutions. The categories are:
health-care facilities, educational facilities other than universities, universities, government facilities, indoor offices, restaurants, pubs and bars, public transport, and "other". Altogether the possible maximum of indoor public places considered includes 8 categories. All public places were assigned a Yes, No, or "Ban allows smoking rooms" value whether or not they had a smoke-free national legislation. Final data value is the weighted proportion of number of types of public places with smoke-free national legislation divided by total number of applicable types of public places. For further information, please refer to http://www.who.int/gho/en/.
Calculations have been performed on the original GHO dataset.
"Ban allows smoking rooms" has been coded to "Yes"
"Not applicable" has been ignored
100%*(Nb of public places with smoke-free legislation (Yes)/Nb of all public places (Yes/No))
